Logistic Regression Analysis on Deaths and Violations of Taxi Driver in Korea

Abstract

Objective: This research aims to analyze the occupational deaths and violation of the Korean taxi drivers and to find out the effect of factors for recommendations on injury prevention.

Background: Although there are many studies on traffic accidents, there are few studies on taxis, which are the main means of transportation. Moreover, There is little research on the industrial accidents of taxi drivers.

Method: The data of 586 taxi drivers approved as industrial accidents compensation of years 2015 and 2016 were analyzed. Significant variables explaining deaths and violation were identified by binary logistic regression.

Results: Drivers aged 65 or older are more likely to die from accidents than those under 65 (OR (odds ratio): 1.85, p=0.048). In addition, violations were more likely to lead to death than no-violation (OR: 1.94, p=0.046). Facial injuries were more likely to lead to death (OR: 2.38, p=0.003) and encephalorrhagia injuries were more likely to lead to death (OR: 3.82, p<0.001).

Conclusion: In order to prevent accidents of the elderly drivers, it is necessary to reinforce safety education and to manage the driving license renewal cycles according to the ages. In addition, a system for integrated management of taxi transportation should be established to improve the working environment of older taxi drivers. Systematic approach is necessary to alert taxi drivers to the fatal consequences of traffic violations and to make them to comply with the traffic rules.

Application: The effects of the significant variables on deaths and violations can be used as a guideline to develop systematic measures for prevention of accidents for the taxi drivers.

1. Introduction

한국표준직업분류에서 택시 운전원(Taxi Drivers)은 승객을 목적지까지 신속하고 안전하게 운송하기 위하여 택시를 운전하는 자를 말한다(KSCO, 2018). 통계청(KOSIS, 2017)에 따르면 2016년 택시운송업의 기업체수는 166,096개소, 종사자는 284,920명이다. 여객법 제 84조 등에 의해 일반택시와 개인택시로 나뉘며, 차량종류는 소형, 배기량 2,400cc 미만, 배기량 2,400cc 이상으로 분류하고 있다. 미국의 경우 Taxi drivers 종사자는 대략 305,100명 정도이며, 이 중 36%는 self-employed workers이다(BLS, 2018). 통계청(KOSIS, 2017)의 2016년 기준 운수업조사보고서에 따르면 2016년 전체 택시운송업의 종사자 284,920명 중 회사법인 소속 택시 운전자는 119,997명으로 전체 택시운송업의 42.1%를 차지하고 있으며, 이 중 남자가 97.0%인 것으로 나타났다.

BLS (2018)에 의하면 택시 운전사의 부상 및 질병은 대부분 교통사고로 인해 발생하며, 근무시간은 매우 다양한 형태로 저녁과 주말 근무는 흔하고 늦은 밤이나 이른 아침에 일하기도 한다(BLS, 2018). 교통사고에 대한 분석은 많지만 주요교통수단인 택시에 대한 연구는 많지 않으며 대부분 교통사고에 대한 연구이고 택시 운전자의 산업재해에 대한 연구는 별로 없다. 도로 교통사고로 인한 재해는 개발도상국에서 건강문제나 조기 사망을 할 수 있는 주요 원인이며, 운전자의 연령, 면허 유형, 고용 상태, 소득 수준, seat-belt 사용 여부 등은 사고에 유의한 연관이 있다(La et al., 2013). 택시 운전자와 같은 전문 운전자는 직무 특성상 도로에서 자동차 충돌과 관련된 위험한 환경에 노출된다(Johnson et al., 1999; Baker et al., 1976). 또한, 택시 운전자의 근무환경은 사고 특성에 영향을 주며, 휴식시간이나 교대 근무형태에 따라 영향을 받는다(Dalziel and Job, 1997). Jang and Jang (2004)의 연구에 의하면 운전경력, 공정게임, 직무만족도 그리고 운전습관 및 법규준수 등이 택시교통사고 발생에 영향을 준다. Jang et al. (2008)은 심리성격 분석 기법인 Q 분석을 통하여, 택시 운전자의 운전 성향별 특성을 파악하고, 운전 성향별 교통사고 저감대책을 마련하고자 하였다.

택시 운전자의 사고를 효과적으로 예방하기 위해서는 택시 운전자의 행동 및 인식 뿐 만 아니라 자세한 충돌 특성에 대한 질적 연구가 필요하다. Burns and Wilde (1995)는 택시 운전자의 평소 운전습관에 따른 위반과 사고 특성을 분석하였으며, Connor et al. (2001)은 피로로 인한 자동차 졸음운전과 충돌사고에 대한 특성분석과 상해분석을 하였다. 근무환경과 관련하여 Chun (2018)은 구조방정식 모형을 활용하여 고용 불안 및 운행습관과 함께 운행 피로도가 높아지면 사고율이 높아지는 지를 분석하였다.

운전자의 연령과 관련하여 한국도로안전공단의 교통안전정보관리시스템(TMACS)에서 연령대별 운전자현황에 따르면 전체 택시 운전자 중 65세 이상의 고령자 비율은 2006년 3.2%에서 2015년 22.0%로 급격히 상승하였으며, 고령자의 교통사고 비율 또한 2006년 3.2%에서 2015년 18.4%, 이 중 고령자의 사망사고 점유 비율은 2006년 3.2%에서 2015년 21.3%로 증가한 것으로 나타났다(TMACS, 2016). 65세 이상의 나이가 많은 운전자는 다른 연령 집단에 비해 차량 충돌이 적지만 사고 발생 시 사망 및 serious injury를 입을 위험이 증가한다(Thompson et al., 2010; Hanrahan et al., 2009; Awadzi et al., 2008; Langford and Koppel, 2006; Meuleners et al., 2006; Baldock, 2004; Bedard et al., 2002; Ryan et al., 1998).

이항 로지스틱 회귀분석을 교통사고 분석에 활용한 선행연구로 Jang et al. (2019)은 택시교통사고 자료에 로지스틱 회귀분석을 이용하여 택시교통사고에 영향을 미치는 유의한 요인을 분석하였는데 종속변수는 운전자 연령대, 경력, 택시 유형을 정하였고 독립변수로는 사고 유형, 피해액, 상해정도, 시간대별 특성, 도심 특성 등을 적용하였다. Sekkay et al. (2018)은 산엄용 가스를 운반하는 단거리 및 장거리 트럭 운전자를 대상으로 스스로 보고한 근골격계 통증의 유병율과 근골격계 질환 위험에 대한 노출과의 연관성을 분석하였다. Pai (2009)는 이항 로지스틱 모델을 이용하여 다른 요인(인구 통계, 차량, 충돌 및 환경적 요인)을 제어하며 T-형 교차로에서 운전자가 모터 사이클 운전자에게 양보를 하지 않은 경우 측면 충돌에서 모터 사이클 운전자 부상 심각성에 영향을 미치는지를 조사하였다.

한국도로교통공단의 교통사고분석시스템(TAAS, 2018)에 의하면, 2013년부터 2017년까지 5년간 택시 운전자의 사고에서 남성이 97.4%를 차지하는 것으로 나타났다. Dalziel and Job (1997)은 근무형태에 따라 개인택시보다는 회사 소속의 택시가 낮과 밤시간대에 근무가 자주 바뀌게 되어 사고 비율이 높다고 하였다. 따라서, 회사택시를 운행하는 남성 운전자의 사고 특성을 분석하는 것은 사고 예방을 위하여 중요하다고 판단된다.

본 연구에서는 법인택시 남성 운전자들의 운전상황에서의 산업재해로 인정받은 교통사고에 대하여 관심을 갖고자 한다. 본 연구에서는 운전자의 특성과 사고관련 특성 등에 관한 자료를 분석하여 운전자의 재해 특성을 분석하고자 한다. 특히, 회사택시를 운행하는 남성 운전자들을 대상으로 사망과 위반에 영향을 주는 요인에 대한 분석은 택시 운전자의 사고 예방에 중요한 자료로 이용될 수 있다.

2. Methods

2.1 Data collection

본 연구에서는 산업재해로 인정받은 택시 운전자(taxi drivers)의 재해자료를 분석하고자 한다. 한국에서 택시 운전사가 회사택시를 운행하는 도중에 사고를 당하면 자동차 보험으로 자동차의 수리나 운전자의 치료를 포함한 보상을 받을 수 있다. 그러나, 장애가 남거나 4일 이상의 치료를 요하는 상해를 당하는 경우, 본인의 과실이 많거나 사망사건의 경우에는 무과실책임주의가 적용되기 때문에 산재로 승인을 요청하여 치료와 보상을 받을 수 있다.

산업재해는 4일 이상의 휴업이나 휴일이 필요한 재해자이며, 이 중 교통사고에 해당하는 데이터를 추출하여 사고 특성을 분석하고자 한다. 2015~2016년 산재로 인정 받은 운수통신 및 창고업의 8,173건의 산업재해 중 재해 발생형태가 교통사고인 1,840건을 분류하여 1차 추출하였으며, 그 중 한국표준산업분류(KSCO)에 의거 택시 운전자 616건을 추출하였다. 이들 택시 운전자 교통사고 산재 승인자료 중에서 개인택시 15건과 여성 운전자 15건은 제외하고, 회사 소속 택시의 남성 운전자 586건을 분석대상으로 분석을 실시하였다.

2.2 Data analysis

본 연구에서는 회사 소속 택시 운전자의 사고조사서에 포함된 내용과 사고 개요자료를 이용하여 Table 1과 같이 재해 운전자와 재해관련 특성을 조사하였다. 운전자 특성변수로는 사망 여부, 고령자(65세 이상) 여부, 안면 및 두부 부상 여부, 뇌출혈 여부로 분류하였다. 사고 특성으로는 주말과 주중, 낮과 밤, 눈비와 기타, 자동차전용 고속도로와 일반도로, 교차로와 나머지, 직선도로와 나머지, 위반 여부, 졸음 여부로 분류하였다. 위반은 과속을 제외한 신호위반과 중앙선침범, 불법유턴, 차선위반 등 고의적인 위반행동에 의한 사고를 의미한다.

사망 여부, 위반 여부를 설명하는 유의변수를 이항 로지스틱 회귀분석을 통해 분석하였다. 이항 로지스틱 회귀분석은 블록 입력방법을 사용하였으며, 모형계수의 G값으로 귀무가설을 검정하였다. 종속변수의 설명력은 Nagelkerke 값을 이용하였으며, 변수에 대한 적합도 검정은 Hosmer et al. (2013)을 따랐다. 유의수준은 p<0.05를 기준으로 한다.

3. Results

3.1 Logistic regression analysis on injury severity

Table 2는 사망 여부를 종속변수로 하여 이항 로지스틱 회귀분석을 수행한 결과이다. 586명의 재해자 중 9.7%에 해당하는 57명이 사망자로 나타났다. 산업재해로 인한 사망사고에 대한 로지스틱 분석결과 65세 이상의 고령 운전자의 경우 산재로 인한 사망가능성이 65세 미만의 운전원보다 높다(OR: 1.85, p=0.048). 또한 위반을 하지 않은 경우 보다 위반의 경우 사망으로 이어질 가능성이 높았다(OR: 1.94, p=0.046). 안면 부상의 경우 사망으로 이어질 가능성이 높으며(OR: 2.38, p=0.003), 뇌출혈로 인한 사망가능성이 높게 나타났다(OR: 3.82, p<0.001).

3.2 Logistic regression analysis on violation

Table 3은 위반 여부를 종속변수로 하여 이항 로지스틱 회귀분석을 수행한 결과이다. 586명의 재해자 중 15.4%에 해당하는 90명이 교통을 위반하여 발생한 사고의 재해자로 나타났다. 위반으로 인한 사고는 날씨가 눈/비가 오지 않는 맑은 날의 경우 사고 발생가능성이 높았다(OR: 24.8, p=0.002).

4. Discussion and Conclusion

본 연구에서는 회사택시 소속 운전자의 교통사고로 인하여 승인된 산재자료를 분석하여 사망 여부, 위반 여부에 대해 회사택시 남자 운전자를 대상으로 사고 요인을 분석하였다.

사망사고에 대한 분석결과 9.7%가 사망재해였다. 65세 이상의 고령 운전자의 경우 산재로 인한 사망가능성이 65세 미만의 운전자보다 1.85배(95% CI: 1.01~3.39, p=0.048) 높은 것으로 나타났다. 또한 위반을 하지 않은 경우 보다 위반의 경우 사망으로 이어질 가능성이 높았다(OR: 1.94, 95% CI: 1.01~3.72, p=0.046). 안면 부상의 경우 사망으로 이어질 가능성이 높으며(OR: 2.38, 95% CI: 1.34~4.26, p=0.003), 뇌출혈로 인한 사망가능성이 높게 나타났다(OR: 3.82, 95% CI: 2.02~7.20, p<0.001).

이 결과는 고령 운전자가 사고로 인한 부상의 심각도가 다른 연령에 비해 높다는 기존의 연구결과와 일치한다(Thompson et al., 2010; Hanrahan et al., 2009; Awadzi et al., 2008; Meuleners et al., 2006; Langford and Koppel, 2006; Baldock, 2004; Bedard et al., 2002; Ryan et al., 1998). 고령자는 장거리 운전이나 야간운행 시 피로를 빨리 느끼기 때문에 안전한 운전이 될 수 있도록 가능하면 단거리와 야간운행을 피하는 것이 고령자가 운전하기에 좋은 조건이라 할 수 있다(Awadzi et al., 2008).

노인 운전 면허 갱신이 짧게 혹은 시력검사를 받게 하는 경우 고령 운전자의 치사율이 감소시킬 수 있다(Grabowski et al., 2004). 한국의 고령택시 운전자의 일평균 근무시간은 11시간이 넘고 수요가 높은 출퇴근 시간이나 심야시간에 주로 운행을 하기 때문에 신체적으로나 정신적으로 피로가 높으며 운행여건 또한 좋지 않다(KOTI, 2017). 공간시간 기능과 인지능력이 제한적으로 변화하기 때문에 한계를 인식하고 운전시간을 제한시켜 충돌 위험 요소를 줄이는 것이 바람직하다(Levy, 1995). 고령자의 사고 예방을 위해서는 안전교육을 강화하고, 자격유지검사를 통해 65~69세, 70~74세, 75세 이상 등으로 연령에 따라 자격유지검사 주기를 구분하여 관리할 필요가 있다. 또한, 고령택시 운전자의 근로환경 개선하여 삶의 질을 향상시킬 수 있도록 택시운행을 통합적으로 관리할 수 있는 시스템을 마련하여야 한다.

위반 여부에 따른 사고에 대한 분석결과 586건의 재해 가운데 위반으로 인한 사고가 15.4%로 나타났다. 눈/비가 오지 않은 맑은 날 위반으로 인한 사고일 가능성이 24.8배(95% CI: 3.4~179.9, p=0.002) 높았다. Huang et al. (2011)은 교통사고 발생자 중 신호위반, 과속, 불법 주정차와 같이 자주 발생하는 교통위반을 지난 12개월 동안 적어도 한번 이상은 하고 있다고 하였다. 택시 운전자들에게 교통위반이 가져오는 치명적 결과에 대하여 경각심을 일깨우고 법규준수에 대한 필요성을 절감하게 하기 위한 제도적 보완이 필요하다.

본 연구에서는 몇 가지 한계점이 있다. 첫째, 본 연구는 회사 소속의 남자 택시 운전자의 산재 승인 충돌사고만을 분석했다. 따라서, 전체 택시 운전사의 자동차 충돌사고의 특성과는 차이가 존재할 수 있다. 둘째, 4일 이상의 치료를 요하는 산재 승인자료를 대상으로 분석하여, 3일 이내의 치료를 요하거나, 경미한 접촉사고 등은 분석은 포함되어 있지 않다. 따라서, 다른 국가의 사고율보다 낮게 나타날 수 있다.

그럼에도 불구하고 본 연구결과는 회사택시를 운행하는 남성 운전자의 사고 특성에 대한 의미 있는 결과를 제시하고 있어, 택시 운전자에 대한 체계적인 예방과 교육을 위한 기초자료로 이용될 수 있을 것으로 여겨진다.
